Init rc-yile-dispatch: API notification dispatch service with at-least-once semantics

Accepts HTTP notification tasks from business systems, persists to SQLite,
dispatches via background polling with progressive backoff retries.
Uses gormrepo + gormcnm with zero raw-string DB operations.
