feat: gx init project defaults to local init (offline)

- `gx init project` → local init, creates basic _gal files (offline)
- `gx init project --path rust` → remote init from default repo
- `gx init project --repo <url>` → remote init from custom repo
- `--branch`/`--tag` now require `--repo` or `--path`
- Updated docs and changelog
