feat: improve gx init project to support local-only initialization

- `gx init project` without --tpl now creates local _gal directory only
- `gx init project --tpl <name>` still pulls from remote git repository
- Add Galaxy::project_init() for local initialization
- Update InitArgs: tpl and repo are now Option<String>
- Update documentation to reflect new behavior
