types: centralize DefaultNetworkControllerName constant

Move `DefaultNetworkControllerName` from `pkg/ovn` and scattered local
definitions into `pkg/types`, eliminating duplicate string literals
across the codebase and ensuring a single source of truth for the
default network controller name.
