fix: make CRD startup check mode-aware and improve flag description

In azurevm mode, wait for AzureNodeClass CRD instead of AKSNodeClass
at startup. Previously, Karpenter would hang waiting for AKSNodeClass
even when running in azurevm mode where only AzureNodeClass is used.

Also update --node-resource-group help text to be non-AKS-centric,
since it's required in all modes (not just AKS).
