Clean up public API surface and fix data races

- Unexport internal wire protocol types, constants, and crypto structs
- Add base64 String/MarshalText/UnmarshalText to key types
- Add GetPeerInfo method and PacketCookieReceived packet type
- Fix data races in SetPeerExpiry (RLock→Lock) and IsAuthorizedPeer
  (read after unlock)
- Replace nil,nil return from processCookieReply with proper result
