Replace external mcp-spec dependency in remote e2e tests with local mock (#4027)

* Replace external mcp-spec dependency in remote e2e tests with local mock

The mcp-spec server now requires OAuth authentication, which cannot
complete in CI (no browser). This caused all 9 remote server tests to
timeout, exhausting the 15-minute suite budget.

Replace the external dependency with an in-process mock MCP server using
httptest + mcp-go SDK. The mock registers the same
SearchModelContextProtocol tool the tests assert on.

Fixes #4026

The mcp-spec server now requires OAuth authentication, which cannot
complete in CI (no browser). This caused all 9 remote server tests to
timeout, exhausting the 15-minute suite budget.

Replace with toolhive-doc-mcp.stacklok.com/mcp, a Stacklok-controlled
MCP server that does not require authentication. Update tool assertions
from SearchModelContextProtocol to query_docs to match the new server.

Fixes #4026
