Add group support to skills API (#4000)

Expose group membership in the skills HTTP API so callers can assign a
skill to a group at install time and filter the skill list by group.

- Add Group field to installSkillRequest, wiring it through to
  InstallOptions so the skill is registered in the named group after
  installation
- Add ?group= query parameter to GET /api/v1beta/skills, filtering
  results to skills that belong to the specified group
- Add E2E tests covering: install registers skill in group, list
  filtered by group, uninstall removes skill from group, and error on
  non-existent group
- Regenerate Swagger docs to reflect new fields and parameters
