mypy: remove exclusions for test_spend_bundle and build-init-files (#20584)

Add missing return type annotation to TestStructStream.test_round_trip()
and remove chia._tests.core.custom_types.test_spend_bundle from the
exclusion list.

Also fix chia/_tests/build-init-files.py (add param + return types to
command()) and remove its exclusion entry, which never actually worked
because hyphens in the filename aren't valid Python module identifiers.
