Add E2E tests for Skills API endpoints (#3997)

Add comprehensive end-to-end tests for the Skills REST API covering
validate, build, list, install, info, uninstall, and full lifecycle
integration. This covers the E2E testing portion of the ServerBuilder
wiring (#3655), excluding groups-related tests which depend on #3654.
