couple feature updates and QoL things

## Added

- gotestsum for better test output
- config options to disable gamebuds or razer monitoring
- docker monitoring to provide an indicator when containers are running

## Updated

- consolidated ci cd workflows into 1 file
- readme for simpler documentation
