* Add test ACL-1.2

* Address PR comments

* Address comments; add deviation for acl counters

* Refactor acl utils. Skip log action for default acl rule

* Add deviation to skip counter check while updating ACL

* Add acl rule to allow ndp resolution when default rule set to deny all

* Add deviation for configuring NDP ACL rules

* Edit condition to skip counter check only for update testcase
