AddCirculationCheck (#92)

* AddCirculationCheck

Add a check to see if curves are defined counterclockwise at the same time the end point checks are made. The user is warned and meshing is aborted. Reorder spline curve data in the example files to ensure they pass the test.

* update comment for Circulation function

* update tests due to new warning that gets thrown

* simplify test

* add circulation check for closed splines and correct orientation problems automatically

* update spline test value due to changes in spline file

* fix reference value

* update comment in spline circulation check

* modify internal spline circulation check
