feat: remove `Feature.enable_by_default` in favor of scope field (#1493)

* feat: remove Feature.enable_by_default in favor of scope field

The scope field (GLOBAL/PER_CHAIN) now fully covers the use case that
enable_by_default served, making the flag redundant.

* chore: add license header infos
