Add gosec #nosec annotations to fix lint errors (#3848)

Suppress gosec false positives across the codebase by adding #nosec
annotations with explanatory comments following the existing codebase
pattern. The annotations cover SSRF (G704), path traversal (G703),
XSS (G705), and secret pattern (G117) warnings where the flagged
code is safe by design.
