feat(cli): Add deprecation warnings and migrate command for Go CLI transition

REQ-DIST-002: Python CLI deprecation for Go CLI transition

- Add deprecation.py module with warning utilities
- Add show_deprecation_warning() called on CLI startup
- Add 'rtmx migrate' command to install Go CLI binary
  - Auto-detects platform (Linux, macOS, Windows)
  - Downloads appropriate binary from GitHub releases
  - Installs to ~/.local/bin/rtmx-go
  - Verifies installation
  - Provides PATH configuration instructions

Deprecation warning:
- Shows in interactive terminals only
- Suppressible via RTMX_SUPPRESS_DEPRECATION=1
- Points to installation instructions and migration guide
