feat: auto-launch setup wizard on first command use

- Add resolve_config() mirroring axm-bib's resolve_email pattern
- _client() auto-prompts instead of warning when no config
- Non-interactive/CI mode exits with clear error message
- 8 new tests (6 resolve_config unit + 2 CLI integration)
- Updated docs: getting-started, howto/setup, README
