chore: migrate from eslint/prettier to biome and oxlint (#204)

- Remove eslint, prettier and related packages
- Install @biomejs/biome and oxlint
- Update npm scripts for linting and formatting
- Add biome.json configuration
- Add .biomeignore for excluded directories
- Update GitHub Actions workflow to use biome ci
