Create GitHub release even when tag already exists (#3717)

Previously, the "Create tag and GitHub Release" step was entirely gated
on the tag not existing. If the tag was already present (e.g. created
manually or from a prior partial run), the GitHub release was never
created, silently leaving the release incomplete.

Split the combined step into three independent steps:
1. Create tag (still gated on tag not existing)
2. Check if GitHub Release exists (via gh release view)
3. Create GitHub Release (gated on release not existing)

This ensures a missing GitHub release is always created regardless of
whether the tag already existed. The summary step now reports the
status of both the tag and release independently.
