Remove redundant expectedCount field from discovery tests (#3705)

The expectedCount field in TestFilterHealthyBackends was redundant since
it always equals len(expectedBackends). Replace assertions that used
tt.expectedCount with len(tt.expectedBackends) for cleaner, DRY test code.
