add option for host fs access (#109)

This pull request introduces a new restrict_host_fs flag to restrict host filesystem access for main and event workers, enhancing security by preventing unintended file access. It adds CLI and configuration support for this flag, enforces mutual exclusivity with allowHostFsAccess, and updates the runtime logic to respect the new restriction. Comprehensive integration tests are included to verify default behavior, allowed access, and error handling when both options are set.
