Feature #3204 diff_util error summary (#3216)

* No longer skip files that have no extension! Move skip keywords and rounding precision overrides to script that calls diff_util.py for METplus use case tests so those settings only apply to that use of the script

* remove test that checks that files with no extension are skipped, ci-run-all-diff

* add threshold to image diff to reduce false positives

* Per #3204, output full error report in the final diff summary. Debug mode now outputs content for each test, including results for no differences. Propogate error details up the function calls so it can be included in the final error summary. Enhanced command line arguments so --debug will turn on debug mode and --save_diff will create a difference image for each image difference

* print error summary, then diff summary that just lists the files that have differences with a short description of the reason
