feat: Add Config.Local.json support for local-only configuration (#1345)

* feat: Add Config.Local.json support for local-only configuration

The existing ExampleConfig.json files are renamed to Config.json, and are now the default configuration files.
The Config.Local.json file is optional and overrides the Config.json file.
Database configuration can be provided in the Config.Local.json file, or via user secrets, environment variables, command-line etc.
The Config.Local.json file is ignored by Git, so won't be accidentally checked in to source control.

* fix: Update the docker install scripts for the renamed config files
