Add bug-triage Claude agent for issue management (#3405)

Add a specialized Claude Code agent that helps maintainers triage
GitHub issues efficiently. The agent investigates whether issues
have been resolved in the codebase and provides actionable
recommendations with draft closure comments.

Features:
- Categorizes issues as FIXED, IMPLEMENTED, WON'T DO, SUPERSEDED,
  STILL VALID, or NEEDS INFO
- Provides investigation techniques for different issue types
- Includes friendly comment templates for closures
- Integrates with GitHub MCP tools for issue operations
