Remove none secrets provider (#3369)

The operator/proxyrunner path relies on Kubernetes secret injection and does not require a no-op secrets provider. Drop the unsupported 'none' provider and update CLI/API validation and tests accordingly. Regenerate CLI and swagger docs.
