* Native: fix fund recovery for existing blocked account (#4442)

* Native: fix fund recovery for existing blocked account

Mark existing blocked account entry as "Changed" during post-Faun
blocking process, otherwise changes won't be persisted.

The problem is discovered while porting fund recovery feature to
NeoGo and is similar to https://github.com/neo-project/neo/pull/4436 in
its essence.
