Rewrote entire website in React (#161)

* Created spec, plan, requirements, and tasks for website rewrite

* Added syntax highlighting and tests, MD compilation

* Built lexeme indexer and tests

* Updated LexemeSeeder to use NDJSON from build artifact

* Removed debugging statements

* Fixed mobile nav menu - i think everything is working from the web perspective - next up is build script hardening, docker image builds, and testing in k8s

* Fixed linting issues

* Updated Pulumi tests from Jest to Vitest

* Got 100% test coverage of build-docs, fixed console doc typo

* Added tests for React

* Fixed so dependabot cannot trigger deployments

* Updated test scripts to be consistent, added ability to run tests from root, updated ci.yaml to run tests, updated ci.yaml to not install gulp or yarn since we're not using it anymore

* Fixed tests

* Updated README.md with instructions on how to run site

* Cleaned up comments to not mention spec tasks

* Removed all documentation compilation logic from API

* Moved React tests to tests directory, still working through Docker issues

* Added rewrites to nginx for web to redirect .html to extension-less urls, redirect /docs to /docs/1.x/introduction, refactored context selector to work with static export of website

* Made NextJS use appropriate build output (dynamic vs static) based on environment, ... (continued)
