Add optional snapshot upload after compaction

Integrates ObjectStorage snapshot upload with Olivine compaction:
- Add SnapshotBundle.create/3 to create bundles from split files
- Add snapshot_upload config field to State
- Add Logic.maybe_upload_snapshot/4 for async upload
- Server calls upload after successful compaction

Upload is fire-and-forget: async Task that logs success/failure.
No-op when snapshot_upload is not configured.
