Add ObjectStorage.Config for backend configuration

Reads backend and bootstrap_key from application env at
config :bedrock, Bedrock.ObjectStorage. Defaults to LocalFilesystem
with temp directory for dev-friendly cold start.

Adds discover/1 convenience wrapper to ClusterBootstrap.Discovery
that uses the configured backend.
