Doc: Add CI checks for Sphinx man page builds (#13706)

As discussed at https://github.com/OSGeo/gdal/pull/13681#issuecomment-3736141267 this PR builds the [Sphinx man pages](https://www.sphinx-doc.org/en/master/usage/builders/index.html) to ensure no documentation changes break them. It also uploads the output as a zip so they can be reviewed if required.

`.. collapse::` is an RST extension previously unsupported by `man` builds. I added a fix at https://github.com/sphinx-toolbox/sphinx-toolbox/pull/205, which has been added to the `sphinx-toolbox 4.1.2` release.
