Adds support for CNI STATUS

Changes-Include:
 - Add STATUS handling for delegate requests and single‑plugin
 - Invoke STATUS for conf/conflist delegates via libcni
 - Preserve CNI error codes/messages through daemon API and shim
 - Add tests for STATUS error propagation
