Commit Message

Remove monolithic TSL key from persistence

Ephemeral PIDs were already removed from decomposed system keys in commit
8065bbdc. The monolithic layout_monolithic() key is now unused and can be
removed:

- persistence_phase.ex: Stop writing layout_monolithic key
- system_keys.ex: Remove layout_monolithic/0 function and from legacy_keys
- Tests: Update to reflect removed key
