Added Grafana/Prometheus monitoring (#120)

* Finished running spec kit pre-planning

* Got some kube state metrics finally working, still working through rest of dashboards.  Required upgrading to v4 of Helm charts

* Got non-app dashboards working in grafana

* Added tests

* Refactored args to be colocated with their components wherever possible, trying to troubleshoot issues with tests hanging due to network calls

* Refactored tests to use proper async + added a helper method to prevent the hung network calls, improved test performance, still debugging kuberenetes tests

* Still trying to get timeout tests working in kubernetes

* Got tests passing, properly mocked network calls that happen when creating k8s clusters in DO

* Ran formatter and linter

* Still trying to prevent network calls during unit tests

* Fixed tests, got coverage back to 100% by adding some comments for truly untestable code

* Fixed code that was causing pulumi preview to throw an error if a cluster did not already exist, preventing provisioning of that cluster

* Fixed tests that were logging output (used a Pulumi-recommended hacky workaround that overrides default console.log behavior)

* Updated dir structure in Claude

* Updated spec to include php app monitoring
