fix(audit): add missing tests and improve auth error handling

- add TestAuth_IsTokenAdmin for token admin checks
- add TestExtractToken for header extraction with precedence
- add invalid page value tests in audit handler
- add handleKeyView audit logging test
- return 401 for unauthenticated vs 403 for non-admin in HandleAuditTable
- add audit logging to README features list
