docs: clarify expireAfter behavior and interaction with disruption budgets

Fixes #2530

- Add detailed explanation that expireAfter is a maximum (ceiling), not minimum
- Clarify that other disruption reasons can terminate nodes before expireAfter
- Provide concrete example of AMI drift overriding expireAfter
- Add guidance on enforcing strict node lifetime
- Cross-reference between forceful-expiration.md and disruption-controls-by-reason.md
