E2E, networksegmentation: Use 172.16.0.0/16 for UDN tests to avoid conflicts

Change the User Defined Network (UDN) test subnet from 172.31.0.0/16 (the last
subnet in the RFC1918 172.16.0.0/12 range) to 172.16.0.0/16 (the first subnet
in the range) to avoid IP address conflicts with HyperShift environment.

HyperShift uses 172.31.0.0/16 as the Service CIDR, which causes an overlap with
the current UDN test subnet.
