remove pull_request_comment_template_file option

After trying it, I realized that I would need to modify the allow read prohibitions for decaf when I compile it with Theno. I'm not sure I want to do that at this moment. I don't think it's worth it for this tiny little feature. When passing in a template string directly works just fine. So I think we're going to just go with that for now. Especially because if someone really wants to put it in a file, they can, and use cat for something to pass it in.
