Adding pre-commit hook to fix linting issues if possible (#2303)

I'm tired of sending PRs to CI and having them fail for little issues.

lint-staged is be[ utilized by
lux](https://github.com/pulibrary/lux-design-system/blob/main/package.json#L66)
and it was so very nice!
