Move MigrationParam to migrationparam package with debug mode settings

- Move MigrationParam from newmigrate to migrationparam package
- Add SetDebugMode/GetDebugMode functions to migrationparam package
- Rename CustomLogger to SqlCapture in checkmigration package
- Update imports in cobramigration, migrationstate, newscripts, previewmigrate
- Add migrationparam.SetDebugMode(true) to demo1x and demo2x
- Fix SVG workflow arrows with orient="auto" attribute
- Update README documentation with migrationparam package info
- Add debug mode section to README documentation
- Add tests to migrationparam package
