Docc noop (#362)

* -docc-noop option that just bypasses docc and uses pure clang instead

* Driver: Suppress -Wl args if no linking will be called. Removes warnings of clang about -c with -Wl options for example.

* Fixing renaming of __daisy_ext functions back to their original name could cause undefined symbols, if codegen also used the original name (and therefore a declaration with the targeted name already existed and llvm silently creates a new unique name)
