test: cover `box_promote_qsync` failure paths

Currently, we do not cover the failure paths of `box_promote_qsync` with
tests. While working on its test coverage, we have discovered at least one
bug, #11574. Let's cover it with tests to prevent any future regressions.
To facilitate this, let's add a countdown error injection for delaying
`txn_limbo_begin`.
