* CDPS dashboard prototype

Why these changes are being introduced:
* A prototype CDPS dashboard is needed for stakeholder review. Only data points related to Files are populated, the rest of data points will be added after stakeholder approval of the prototype.

How this addresses that need:
* Add prototype dashboard to notebook.py
* Update pyproject.toml
* Remove pip-audit ignore
