refactor(parser): Simplify runeBuffer.Slice checks

Refactors the boundary checks within `runeBuffer.Slice` to rely
only on `bufferFrom >= bufferTo`. The previously included checks
for buffer limits were redundant given how these variables are
calculated earlier in the function body.

Also includes minor style cleanup and comment alignment in
`reader_test.go`.
