Cluster API support for D3D12 (#588)

* Add cluster API implementation for D3D12

* Fix test to work on D3D12

We need to have separate buffers for writing the handles and the implicit data on D3D12, because the buffers need to be in different resource states. The handles buffers needs to be in UnorderedAccess state while the result buffer needs to be in AccelerationStructure state.

* Fix excluding nvapi
