New `vsjetpack` package: centralized versioning and logging setup (#210)

* Adds a new package, **`vsjetpack`**, which serves as a top-level
package built on top of `vstools` and related packages.
* Moves the version file into `vsjetpack` to avoid duplicating it across
packages during build time.
* Since all of our packages are library focused, we can’t keep logging
enabled by default. However, for testing or when you have full control
over your script, enabling logging can be useful (though current log
output is still minimal).

* `vsjetpack.setup_logging` now provides a simple logging setup using a
Rich-based handler.
