* create argo workflows for artifact workflows

* make sure ArtifactType is cluster scoped

* fix strategy and list to be cluster scoped

* implement tests for artifact workflow controller behaviour

* add code to test chaning workflow phases

* fix argo workflow status tests

* regen rbac manifests

* fix typo in ArtifactType API

* fix minor issues in endpoint types

* add missing reconciler to controller-manager, fix issue in order controller

* add missing scheme to controller manager, add missing permissions to artifactworkflow controller

* regenerate rbac manifests

* increase memory limit of controller manager

* add e2e example for oci pull,scan,push
