Better handling of empty project purpose (#2221)

Accounts for nil in the project purpose (in addition to empty string)

I saw a [Honeybadger error about this in
Staging](https://app.honeybadger.io/projects/113559/faults/125327107 )
and decided to fix the issue before we see it in production.
