New templates and scripts for analysis, specifications and tasks.

Several new documents and scripts have been added to improve the process of specification generation, plan setup, task breakdown and execution:
- speckit.*: Added detailed processes and templates for analysis, checklists, clarifications, constitutional updates, action plans, and task generation.
- settings.local.json: Remove permission settings to simplify administration.
- *.sh: Integrate pre-condition checking, function branch generation and agent context update scripts.
- *.template.md: Provides templates for specifications, plans and task lists, emphasizing testability and independence.
- test-load-balance.ps1: New load balancing test script to verify agent allocation.
