refactor: rename README-tc.md and update README.TC.md content

Rename `README-tc.md` to `README.TC.md` for consistency with naming

English `README.md`. This includes detailed sections on core concepts,
PIñonCore Remote architecture, quick start guides, and advanced topics.

These changes aim to improve the readability and usability of the Chinese
