Transfer Minimization (#319)

* Transfer Minimization

- Plugin can return more than one SDFG
- These are inserted into the SDFG registry
- Enable linking static libraries

* Partial rework of DataTransferMinimizationPass

(Used to be called DedicatedMemoryAcceleratorDataTransferMinimizationPass... what the hell..)

* Better debug output in docc linker

* Fix Plugin code in FunctionToSDFGPass

* Added test cases

* Bump submodules

* adds HPCCG cuda to CI

* removes lowerinvoke pass

* fixes transfer minimization pass cuda and marks external as with error reason

* updates container image for mantevo workflows
